 driving license and registration for electric e-scooter / moped in nepal?

Hello I had read somewhere a few years ago that electric scooters with less than 350w power, less than 25km/h speed and scooters with foot pedals (mopeds) do not require registration or a driving license in nepal. Some nepali e-scooter dealers are also advertising their products on youtube , stating that a driving license and blue book is not required. I also read another article a few years back that the yatayat ministry has now started requiring all electric scooters to be registered. I contacted some e-scooter dealers and a couple of them said driving license is required now for all e-scooters and although many people are still driving them without a license, they do not recommend it. They also told me that some e-scooter sellers are misleading customers and telling them that they will not need a drivers license but it is not true. Does anyone know if a driving license is required for smaller e-scooters? I have a nepali drivers license that only allows me to drive cars and vans.
