After six hours long talks at Baluwatar, the top leaders of the seven parties inked a 22-point deal Sunday night agreeing to declare the country federal democratic republic through the parliament and subject to implementation by the first meeting of elected Constituent Assembly.

Emerging out of the talks, Nepali Congress (NC) leader Mahesh Acharya said that the Maoists will also rejoin the government.

Unlike the fears that the Maoists would put a note of dissent regarding the election system, the 22-point deal is said to have been agreed upon by all. It provides for 60-40 allocation for proportional and direct election – of 601 total seats of CA, 335 has been set aside for PR, 240 for direct election and 26 will be nominated by the cabinet.

The agreement will be adopted by the cabinet meeting, which was continuing in the Baluwatar till late night on Sunday.

After the cabinet approves it, a bill incorporating these agreements will be presented at the parliament to bring about the third amendment in the interim constitution.

The parties have agreed to let the government decide on the date for the CA election.

The meeting also decided to set up a high level steering committee to oversee the government.

The government of Nepal has agreed to abolish the monarchy as part of a deal to persuade Maoist former rebels to rejoin the interim administration.

Under the deal, Nepal will be declared a republic after a general election has been held next year and a new constituent assembly established.

The Maoists pulled out of the government in September, demanding an immediate end to the monarchy.

The latest deal was signed by Nepal's main parties, including the Maoists.

However no date has been set for the ex-rebels to rejoin the government.

The Maoists walked out of the government three months ago, vowing not to return unless the royal system was scrapped.

They have now secured what they wanted, even though the other parties in the ruling coalition had said, up to now, that voters should decide on the issue via the new assembly, our correspondent adds.

Analysts say that many Nepalis will be happy to have a republic.

Since the death of the well-loved King Birendra in the notorious palace massacre of 2001, the monarchy's popularity has sunk under his brother, Gyanendra - whose efforts to counter the Maoist insurgency led to a worsening of the country's human rights situation.

The Maoists called a ceasefire after the king ended his controversial direct rule in April 2006 and restored parliament.

The king backed down after weeks of strikes and protests against his rule which saw huge demonstrations against him.

Political parties - who were then in opposition and are now in government - had promised to work with the Maoists as a prelude to bringing them into government.

The political crisis came amid a rise in ethnic and religious tension, as regional groups strove to assert their authority in advance of the elections.

hehehehihihihehehehohohohoho....what a joke...one more excuse to remain in power for next few years without facing any election. Anyone want to bet...I will bet $5000 saying the election willnot be held in April 2008. Is there anyone their who still belives in words of these hypocrites.

Nepal to End Its Monarchy in a Deal With Ex-Rebels

KATMANDU, Nepal (Reuters) — Nepal’s government agreed Sunday to abolish the centuries-old monarchy in a political deal with Maoist former rebels, but the decision will go into effect only after next year’s elections, party officials said.

Three months ago, the anti-monarchy Maoists, who ended their decade-long civil war last year, left the government. They were demanding an immediate declaration of a republic, a step that indefinitely delayed a constituent assembly election that had been set for November.

That election, Nepal’s first national vote since 1999, was intended to map the country’s political future, including that of the monarchy, and was expected to cap the landmark 2006 peace agreement that ended a conflict that caused 13,000 deaths.

Government leaders met with the former rebel chief, known by his nom de guerre, Prachanda, but whose real name is Pushpa Kamal Dahal, to break the deadlock.

“Nepal will be a Federal Democratic Republic nation,” the six-party governing alliance and the Maoists said in a statement. “And the decision will be implemented after the first meeting of the constituent assembly.”

“But if the king creates serious hurdles to the constituent assembly elections,” the statement added, a two-thirds majority of the interim Parliament “can remove the monarchy even before the polls.”

The popularity of King Gyanendra plunged when he ousted the government and assumed absolute powers in 2005, only to yield control after weeks of protest last year. The monarch has traditionally been viewed in Nepal as an incarnation of the Hindu god Vishnu.

The twice-delayed elections will now be held within the Nepali year, which ends on April 12, and the Maoists will rejoin the government, said Arjun Narsingh K. C., a spokesman for the Nepali Congress Party, the country’s biggest political party.

Thousands of Maoist former fighters have been confined to United Nations-monitored camps since last year after the government agreed to hold the elections. The government will also begin the process of integrating the former fighters and pay their wages regularly, the statement said.

In return, the Maoists will hand back the property and land seized during the conflict. But mainstream political parties say the Maoists are still extorting money and intimidating political workers.

Nepal is to abolish its monarchy after rebels Sunday agreed to rejoin the government in a deal to end the country's long-running peace deadlock, a senior minister said.

The ultra-leftists, who ended a decade-long insurgency late last year, stormed out of an interim government in September, complaining they were not being given equal representation in the peace process.

The new deal will see the government agree to declare the country a republic -- a key Maoist demand.

"The Maoists have agreed to rejoin the government as we (the political parties) reached a 23-point agreement on major political issues today," Finance Minister Ram Sharan Mahat, who attended the meeting with former rebels, told AFP.

"The country will be declared a federal democratic republic in an interim constitution but we will implement the decision only after the constituent assembly elections," said Mahat, who belongs to the Nepali Congress, the largest party in the current government.

Earlier this month, the parties agreed to hold constituent assembly polls by mid-April next year, which has been postponed twice due to Maoist demands that the electoral system be reformed.

The former rebels had called for an immediate abolition of the monarchy as one of its key demands to ensure free and fair elections that would shape the country's political future.

"We have also agreed that if the king conspires to disrupt the elections the two-third majority of interim parliament will implement the decision of a republic before polls are held," Mahat said.

The minister said the former rebels have also agreed to some electoral changes, giving up their earlier demands for a full proportional election system.

"We will now have a 601-member assembly in which 335 will be elected from a proportional election system, 240 from first-past-the polls and 26 will be nominated by the parties," Mahat said.

The Maoists formally ended their decade-long insurgency that claimed over 13,000 lives after striking a landmark peace deal in November last year.

The former communist rebels came out of the jungle and joined with the political parties after weeks of massive pro-democracy protests forced King Gyanendra to end his 14 months of direct rule in April 2006.

its not that I am in favor of KG but who the F.u.ck gave them the right to abolish an instution, a part of our legacy without discussing with the People and w/o our apporval.

If the 8 parties tommorow decide to change Nepal's flag will it be acceptable ?

Well...there will be voting for the CA elections, so in a sense the elected officials do have the mandate of the people. But now it seems that there is no recourse for the monarchy as even the traditionally royalist parties like Rashtriya Prajatanta Party have removed monarchy from their party statute. Unless of course, the King is successful in "pulling some strings" before the day they vote on the fate of the monarchy.
