In my case, my school gave me I20 valid for six months, right after filing, which I used to extend my license. Talk to ur school. Once EAD was approved, I got another I20 valid till EAD validity.

@Furke bro. I heard it is a crime to drive with an expired license. What would be the consequences if I get pulled over? Because I do not have any other option rather than driving with expired license for the next two months? @कुश. How long did it take for your new EAD arrive after the filing date?

The people at DL office are like illiterate Humli and Jumli. They come to town to sell their fruits and vegetables. If a dozen of apples cost 20 rupees. They won't take 2 tens or a fifty. They will think you are cheating them and not paying the full price.
Likewise, they are trained to accept the hard copy EAD card which most people will bring, so they won't accept anything else from people of similar status even though there are other acceptable documents in the Federal or state regulations for the state. Go through the regulations and look for acceptable documents.
For F-1 students who have been issued a SS card need to show the hard copy SS card at time of obtaining a new or renewal DL in Texas. However an official transcript with your name and SS number printed will also do the job... Alas, those mad-dogs didn't know and they keep telling you we can't renew until u bring your hard copy SS card.

There are people driving with never issued DL. What would you do now then? Hire a driver or take a cab or beg for ride everyday? Be practical. However, if you kill sb while you are driving, then you can never obtain a DL to drive in the USA. Well, I am an F-1 so I don't know ans to your question.

My case was approved in 2 months from NE center though. Ur case might be different. I would say try again at DVS, possibly talk to different person and explain them, I 20 is all u have, and if it is valid for work, it should be valid for license too. Isn't I20 in the valid doc list in the dvs manual !

Hey Dude, here are some suggestions: 1. You should try your luck in about three or four DMV offices. It boils down to personal thought, at least to some DMV folks. For example, one guy failed to give me a license and I went to another office the next day and he didn't even ask my I20 'cos officially he is not required to! Am talking about another state here. 2. USCIS has an emergency EAD issual program. If there is reason to believe that you need an EAD earlier for whatever reason, they have a provision to give you a temporary-EAD. I have seen people doing this in other cases but not specifically in a case involving OPT extension but I do not see any reason why you would not get it. You need to call the USCIS customer service and the sweet lady (I hope it will be she!) will provide you with some options. They are there to help, and I have sought there suggestions more than once. They do not have all the answers but believe me they are helpful. If that does not work, let me know! I will come back to this thread to find about you! I have nothing to offer but suggestions!

thanks for the suggestions guys. @Kailo bro.I did try multiple DMVs. I almost had luck with the later one but the lady was confused and she called her sup. and had to explain again and again. I also showed them the receipt but they said there is nothing they can do about it. Wont the authorization to work means you are legally here?? They had no answer. I had a brief argument. I did not know about the second option you had mentioned. Sounds appealing. I will try and call them tomorrow. I will keep this thread updated man. Thanks F-1s are nothing more than just refugees, aliens. This is ridiculous. How can they expect us to work without driving, in a country like US which has one of the world's worst public transportation?

i did a quick check on how driving licenses are issued in CA. i admit that you are now running against the tide, cos even if the USCIS were to give you a temp EAD (cos they give that for one month in most cases). let us hope for the better and that they give a 3 month EAD and it will work out for you. the reason why i said the current is running against you is rooted in this reference: http://www.dmv.ca.gov/dl/dl_info.htm#BDLP . i am also quoting the text that is making your task difficult. "Limited Term Legal Presence All original and pending driver license or identification cards will expire on the expiration date of his/her birth date and legal presence document (BD/LP) issued by the Department of Homeland Security (DHS). Your BD/LP document must have an expiration date 30 or more days from your application date. If your BD/LP document has an expiration date less than 30 days, you will not be able to start a driver license or identification card application. If your BD/LP document has an expiration date of less than 60 days, you may complete your licensing requirements (written/vision/driving tests), but you will need to submit another BD/LP document with an expiration date of 60 days or more before your driver license or identification card is mailed to you. Before your limited term driver license expires, the department will mail out an “extension” letter with instructions on how to complete your application for a driver license. If your current name no longer matches the name on your birth date/legal presence document, see "True Full Name" and "How to Change Your Name" for more information."

Thanks for your help man. I went through all that. I scheduled an appointment through www.infopass.uscis.gov to talk with an immigration officer. I called the USCIS office and they recommended to talk with these people. Hopefully they will figure something out for me.
