 IELTS for Canada immigration

 If you have a degree from US University, do you still need to take IELTS for the proof of English proficiency.

If you are a US citizen by birth and have lived all your years in USA and has a doctoral degree, you still need to take it. They are dumb on this part or may be they get commission from IELTS providers.
