mero i 20 ma this candidate has required english skill vanera specified chha and tyo consultancy ko manche le malai u don need toefl vanchha but i ll need jasto lageko chha malai chai...may be visa lai i may not need but tyaha university le esl class ma rakchha jasto lagchha malai....sathi haru lai taha cha ki??? ...and as fast as possible....july 23 or aug 13 matra chha toefl ko available date so fast decision garna parne chha...

If you are attending in any US university u either need Toelf or Ielts.If u are International students and u don't have toefl or ielts they will put u in ESL which is very lenghty course . It takes around 2 yrs to finish ESL thanafter u will be eligible to enroll in regular class. So, brother If u are planning to come make sure u have either Toelf or Ielts otherwise US ma ayera dukha paulau. Ani kun university ho timilai I-20 Issue gareko?
TOEFL OR IELTS are MANDATORY otherwise they will put in ESL.

I'm assuming that section 6 of your I-20 looks like this:
This school requires English proficiency.
The student has the required English proficiency. 

This means you already have Eng language (TOEFL or IELTS or other) skills required  for the admission in your school. If it clearly says that you have the required Eng language proficeincy, why would they put you in ESL classes. I don't really understand.
