Its a very hard question. I spoke to a lawyer and even he didn't have a satisfying answer to it. You will need to be an immigrant with both domicile and TPS to qualify for instate. That was his answer. If you want to qualify for instate(given TPS extends for another 2 3 years), dropout, go to an immigrant-friendly state( Texas, California) , work your ass off for at least a year, pay taxes and there you go, you are a domicile now. Then get an admission to a state college and appeal for in-state based on your domicile and TPS.

As for F1 students, TPS is just like a temporary relief of 18 months. You have the option to continue being in college or drop out, earn enough for college and then re-instate F1 after TPS expires.

And you will have to get an admission to any state college of the state where you're domicile to get in-state. No other state will provide you in-state.
