Yes they passed the bill effective May I think.

Yes there will be huge pool of H4 workers for few months but ultimately it has to settle down.
Also you need to find the details in new rule.
Not all H4 are eligible for work permit.
It's applicable to only those individual whose 140 got approved AND who has legally stayed in H1 beyond past 6 years.
Most of the people who has legally stayed here in H1 beyond past 6 years has 140 and there priority dates shift mostly are current (Because priority date usually preponed) and their wives mostly should have gotten EAD.

So don't worry. Yes it's true that there will be competition for sometime but ultimately it will help the US economy grow and help US to create more jobs.
